I assume its the same as my 86, in which case it is mounted under the dash below the steering column. There is a tab on the plastic dash panel (the one below the column) that holds the bottom of the fuse box. Just pop it out of the tab and the fuse box comes out and dangles from the harness.
Agreed. All the '81-'93 trucks have them under the steering column and it is a crappy design. The wiring harness makes it a pain to get back in the correct place. If you can't get it out, take out the 4 screws that hold the dash trim panel in under the steering column and it will come out with that unless someone has zip tied it to the column, which I have seen numerous times.
