Anybody care to help me on this one?

1997 Ram 1500 4x4 Ext Cab, 360-518OD

Truck doesnt shift out of 1st gear on the open road.  Fluid is full, doesnt smell burnt or look funky, Linkage hasn't been F'ed with.

I'm thinking something with the shift solonoid (so is my dad). What's anybody else got to say on this?

Vehicle Description:  1999 Dodge Ram 2500 Pickup 5.9L, DIESEL, Vin 6, Turbo, Eng Cfg L6

Mileage:  87722

Customer Concern:  Once the vehicle is warm, the transmission does not always want to shift out of first or second gear.

Tests/Procedures:  1. Check the governor pressure sensor voltage Key On Engine Off (KOEO). It should be about 0.5 -0.7 volts.

2. Monitor the desired governor pressure. If that goes higher along with vehicle speed, the Output Shaft Speed (OSS) sensor is working OK.

3. If the OSS sensor is working OK, replace the governor pressure solenoid.

Potential Causes:    Speed sensor
Governor pressure solenoid
Wiring
Powertrain Control Module (PCM)

** Confirmed Fix **
Governor pressure solenoid

Tech Tips:  The OSS sensor is used by the Powertrain Control Module (PCM) to control the governor pressure. The governor pressure sensor is monitored by the PCM, so the PCM can achieve the desired governor pressure. As the output shaft speed increases, the duty cycle to the governor pressure solenoid will come down. The pressure comes up creating the upshifts.

Vehicle Description:  1997 Dodge Ram 1500 Pickup 5.9L, GAS, Vin Z, Eng Cfg V8

Mileage:  139892

Customer Concern:  Having a transmission shifting problem.

Tests/Procedures:  1. Check the governor pressure, the voltage on the pressure sensor and the duty cycle to the solenoid when it is acting up.

2. Normal governor pressure stopped is 0 PSI and goes up approximately 1 lb per MPH.

3. If the pressure reading on the gauge does not agree with the pressure sensor reading, replace the pressure sensor.

Potential Causes:  Governor pressure sensor
Governor pressure solenoid
Wiring
Powertrain Control Module (PCM)

Customer Concern:  Transmission will not shift out of 1st gear.

Tests/Procedures:  1. Check the resistance of the Output Shaft Speed (OSS) sensor. It should be less than 800 ohms.

Potential Causes:    Bad OSS sensor

No Trouble Codes and i think i may have found the problem.

My grandfather took it out on the road while i rode shotgun..  It does actually shift out of first gear, but not before hitting the Redline.. IE it's winding out at top rpm's before shifting.

We brought the truck back and i decided to check the fluid again (just to shut my grandfather up, incase you're wondering it's his truck) and While i was checking the fluid i noticed that the Kickdown cable has alot of slack in it

It must be stretched or hung up, you have to manually push the cable back after you open the throttle.
