how much should I cut.  Use a cut-off wheel , a torch,  or something else?  need to reinforce with steel after??  Pictures of a completed Notch would be awesome!!!

Depends on. Some people that are only shaving off the bottom 1/2" can get away w/o reinforcement.

Most c notches take a more significant chunk of metal out and need to be reinforced.

My personal opinion on technique is torch BUT don't mess around for long, you can take the temper out of the frame. Dress it with a good angle grinder to reduce stress risers. Of course that means gas tank out.

A cut off wheel avoids gas tank removal but takes a decent bit of extra time and quite a few disks when cutting thick metal. You will not likely be able to make the complete cut in 1 pass, so there will be a bunch of smaller cuts.

I would definatly add support to the frame, no matter how much you notch it. These frames aren't exactly the strongest from the factory and cutting anything out like that will just create a place for the frame to buckle. What I would do is get a piece of 3.5"-4", 1/4" wall tubing and cut it in half longways, then cut out a 2" deep section in the frame for the tube to fit, then I'd cut a piece of 3/16 or 1/4" to plate the back of the frame about a foot on each side of the notch.  Weld it all in and have fun.
